Been editing a recent submission for a quarter which has not announced results yet. My tweaks make it better on a word level. A couple of descriptions are clearer, etc. Nothing structurally or plot-wise changed. Does WotF publish winning submissions as-is, or are minor word-level edits like this done first?

The editor (newly Dean Wesley Smith) will have edits for the manuscript, and then Galaxy Press (and every publication) does copy edits and proofreading before publication. For example, Dave had a few places he wanted more emotion or more description in my story, and then I had copy edits and several rounds of proofs.
