It's this last part about 5000 hits. If I'm not professionally published, but I'm publishing on web fiction platforms like Royal Road say, does this 5,000 hits apply to this rule?

It's stated in an inclusive way, so you'd be looking at getting both that number of hits / issues AND that amount of payment per word. If you write a 10k story that gets printed or viewed a million times, but you only got paid a flat $100, although you might well be pissed off, it at least wouldn't count as a disqualifying publication for the contest.
On the other hand, if you make the money AND get the prints or hits, then *what* the market actually is doesn't enter into it.
