The # isn't revealed. It's said they don't want to intimidate those who may think the odds would be against them. Then follow that up with "thousands", which may be considered intimidating to some. 
My view is the odds of getting an HM are the same if there are 50 entries vs 5000 entries. That's what's so great about the contest. Write and submit a great story and hope for the best. Blind judging means we are all equal.

Got my first Silver Honorable Mention this quarter. I might go ahead and tweak the story a bit, streamline it as best I can, and resubmit for Q2.
