I've gotten a HM on a story I'd lost hope on and a R on story I thought should have been much higher. Go figure.

Exactly! This is just one market. Their rejection simply means the story wasn't right for them. It doesn't mean your story is defective or lacking. I'm sure it would be great to win, but it's also nice to have the story back so you can find it the home it deserves. I've written stories that got rejected here that I'd be happy to hold up to any of their first place winners. I've also had a stinker or two get HM or SHM. And I've seen a stinker or two get into the book. I've sold stinkers for more money than better stories that were harder to sell but I knew they were better. The only real solution is to keep working, keep submitting, and submit everywhere you can. Write on, write on, write on!

This was going to be my final rewrite of one of my earlier stories, which I submitted because I've been focusing on the third draft of my novel. It's my favorite RWC, but I was concerned because I honestly had no clue what they thought the issue was. I thought I tightened up and clarified the story, but it looks like I was right to be concerned. Anyway, my last three new stories have all earned certificates, and I'm happy with how my Q2 is going. I also know a place where I have a small but non-zero chance of placing this.
Congrats to those who did well, sympathies to those who are disappointed, and I hope one or more of you are being quiet for the very best of reasons. Let's not give up, any of us.

I do wish the email said' Rejection With Comments'. It took me a while to work out whether it was a R or RWC.
Anyway, I think I know what they didn't like with this one? There's a scene where intense violence/torture is implied (protagonist believes violence is real), only they learn a few paragraphs later that it wasn't so.
Would that be enough 'violence' to make it RWC?
Or maybe my launch wasn't as good as I thought it was.

The first R was a good story, according to my test readers, but a bit preachy and that I could understand (right market for the right story).
This last one was a HM resubmit and my test readers were very pleased with the edits that addressed some holes in the story.
No more resubmits for me.

@scott_m_sands Excessive violence, or even bloody violence can be the reason.
I did get a semi-finalist with a military story, but that type of kills were alien monsters and I used phrasing like:
- Double-tap from each of us took out the three
- emptied a clip into it
- arm, most of its head, and part of the archway wall had been blasted away
graphic, but not too bloody.
